For 30 seconds, whenever target undead servant dies, it is replaced by a level 0...12 Jagged Horror that causes Bleeding with each of its attacks.
If I cast this on someone else's minion who gets the new minion?

Lol yeah you can't cast enchants on enemies.
But can a teammate run an army entire off of one skill used on the MM's minions?

Toucher (as an example people, some N secondary :P ) with Veratta's Aura and Jagged Bones? Sounds like it could be intriguing...
Steal their minions, make their minions Jagged Horrors when they die...

Have you ever played in an Alliance Battle?
Veratta's Aura can sway the tide by taking a horde of minions from their MM and temporarily allowing you to use them as your own. Jagged Bones would make this effective enough of a tactic by increasing the potential lifespan of minions you cannot spawn yourself. Perhaps other classes (touchers and adrenaline heavy W builds are all I've seen use it currently, personally) may see the benefit of this and use it as well.
An E/Mo or N/Mo that heals? Well you just may as well be a monk!
There are many valid builds which play off of both their primary and secondary skills

During the preview weekend, I tested this and other new necromancer skills.
I had a friend make a bone fiend and cast Jagged Bones on it. The energy was spent, the casting animation fired off, but the bone fiend was not enchanted. When the bone fiend died, no jagged horror appeared. So at the time of the preview weekend, you could not successfully use this skill on anyone's minions but your own.
Similar tests were done, fyi, with other skills:
Feast For The Dead could not destroy an ally's minions, even though the energy was spent and the casting animation occured. Also, it did not heal allys' minions when I destroyed one of my own minions with it
Putrid Flesh could not destroy an ally's minions, even though the energy was spent and the casting animation occured.
Order of Undeath did not cause an ally's minions to do extra damage (though I did not expect that it would be able to).
All of this is subject to change, of course, and I would expect that you will be able to use these skills (except Order of Undeath) on your allies' minions. After all, I can use Taste of Death and Death Nova on my allies' minions, why not Feast for the Dead, Putrid Flesh and Jagged Bones?
Speaking to the topic, if I enchant your minion with Jagged Bones, the jagged horror that is created when your minon died should be under my control (and apply toward my max minions) -- I cast the spell, after all.

Did you post this in the bug thread during the WPE? Anything that you were able to cast -should- work after release, or at least say invalid target and not allow you to waste energy. Hopefully these skills will work like you want them too. I agree that you should be able to use Jagged Bones on allies minions, but what about for example if you cast it on an allied Flesh Golem and your own, and then used taste of death to off your FG? Would the FGs leave exploitable corpses? If so, you could theoretically build up a 20 minion army without even having more than 2 corpses to exploit initially.

unless it does work on minions that arent yours, I see no reason this should be elite. Must have a super short recast time...

Lots of dumb shit may work in AB, like Touch Rangers. Any MM with half a brain in AB would have VA, however. Even for AB, you've likely wasted 2 skills screwing around trying to be an MM.
Assuming they change it to let you use it on allies' minions, it could be a good fit into a build where you are bombing minions as a secondary MM with Death Nova and Dwayna's Sorrow, while running something like Heal Party, perhaps.
